G E N E R A L C O N C E P T
The Netzradio is a geographical independent radio which will transmit
arts and political content worldwide by the Internet. The
representation of arts is aimed at music (contemporary and/or
electronical) and literature, where the latter will foremost take the
advantage on poetry slams but can be readings also. The political
content will be a representation of the contrary interests of
"commercial rsp. established news" ./. "free news by the
concerned". It is all in all not planed to be the voice of a specific
political group. Since the restricitions of the tariffs of the german
Telekom will bound a netbased radio to a delimiting timespace of being
'on air' only during 2200h to 0500h MST. This is due to the bills the
listeners will receive, not the radio itself. At first, the Netzradio
will be on air three times a week, each of that for one hour and
contain one of the given items. Usually the transmission will start at
2200h MST. As a irregularity, the thursday event (music) will start at
2100h due to the possibility of being transmitted by radio FRO in
Vienna live (or parts of our transmission). As a remarkable
speciality, the archiv of the radio will provide all of the
transmissions, chronologicaly sorted and prepared to deliver on
demand. Also there will be a searchmachine to find any old news (as
text) in a database.
G O A L S
The Netzradio project is aiming to bring radio away from classical
oneway-communication (1:n) into a multiway-communication (m:n)
tool. To achieve this we will use the later mentioned technical
setup. As a principle Netzradio don't want to be accessible via
Internet only. Instead we plan to be transmitted on cable as well as
'on air'. This can only be done with help from others since
radiofrequencies are expensive, and as it shows up in Berlin,
difficult to get. Another issue would be raising a transmitting
station which is only possible with a massive amount of money. As a
solution to this, we'd like to coorporate with other local and
international radios who have already their respective
frequencies/channels. They could just transmit parts or whole events
with their facilities. Furthermore Netzradio invites
listeners/contributors of content to coorporate on the
transmissions. Since the simplest setup would only provide to listen
to inplace productions this extension is on of the most important
goals of Netzradio
P A R T I C I P A N T S
At this time Netzradio consists primary of Daniel Scheffler as the
technical coordinator and executive chief. News and contacts will be
maintained by Ilia
Castellanos. Organization of readings and poetry slams are up to
Claudius Hagemeister. The program will be produced in coorperation
with PI-Radio/Berlin. Further freelancers and correspondents are
welcome. The transmission itself is supported through the facilities
of Contrib.Net. Our actual
studio/station is located at the artshouse
Tacheles in Berlin-Mitte. Using the housenet facilities which are
the work of Nurschrec!Werbemittelgestaltung
and Khaled Kenawi. The
RealAudio livecontent server belongs to the SFB (radio free Berlin) and TU-Berlin (technical
university).
T E C H N I C A L
Especially in the case of news/interviews rsp. poetry slams with
distributed poets (e.g. berlin, new york, madrid... etc) one would
need a second RealAudio server,
hence the online users would have an interrupted transmission if
another encoder would take place instead of the one that is already
transmitting. To be able to insert into a running stream, one need a
second stream which could then be mixed in at the station. This would
enable real participation of users/listeners on the production of content.

The external features which would be streamed by the second server
could then be mixed into the livestream, which in turn is stream by
the first server.
